    Game causes computer crash, then the computer crashes again.

    Sorry to say but that chirping was a hard drive crash. So the first thing you need to do it back up your data before the HD fails totally. As for what is causing the blue screen of death probably a problem with the HD or a damaged install of windows but it probably was not civ 4 fault.
