I changed it to double growth rate of city which to me makes more sense. Though doubling what the granary might get out of hand. Only one way to figure it out.
Thanks guys, I felt that the population limit like that was weird. I could understand the freshwater thing with the aqueduct. Rome was a metropolis for some point so why cap it. I think the hospital should deal with sickness or disease maybe food, but a flat cap seems kind of tall.
Could anyone point me to a mod some where that changes the hospital requirement to go past 12 citizens? This is really the only part of the game that bugs me.
