Hmm. Maybe delete custom flags (in mod folder) and clear cache (Shift key when Civ starts).

After instalation patch 1.09 the most of the graphic art is packed in files: Assets0.fpk, Assets1.fpk, Assets2.fpk, Assets3.fpk (all in \Sid Meier's Civilization 4\Assets). Use the programme PakBuild, to unpack.
