Enginseer did give me an updated version of this mod with an XML document along with the SQL one in it as well, but both were labeled as GameRules1 so when adding your code I used the the one that only had the original SQL file. Not sure if that's relevant information or not.

So, just to clarify, and to make sure I'm not breaking anything, I just copy and paste that code above the code in the GameRules1 file, yes? Don't delete or otherwise change anything else?
Are you sure you were testing it on a hill that wasn't next to a fresh water source? It can't have a river, oasis, lake, or anything like that near it for it to work.
That's the only thing I can think of.
I put the folder in my mods folder.
Similarly, When Enginseer updated his mod I deleted the old one and replaced it with the new one.
I also made sure to re-enable it after I replaced it.
And I made sure to enable yours when I tested it as well.
They're downloaded the exact same way that you download the other DLC. On steam, they are under the tab, "Downloadable Content for Civ V" DLC=Downloadable content.
They are expansions, but Expansions and DLC are not mutually exclusive terms.
