    Willem van Orange is better already. He's financial, and one hammer in the water from the Dike is better than one commerce in the water. The ultimate tile is a coastal fish with Moai Statues, the Colossus, and a Dike. In a golden age.

    More so to avoid the anarchy. The golden age +100% GP growth from one specialist would be minimal, but welcome. Mostly this would be during the period where one might not even have Free Market, and some or all of the AI's are running Mercantilism.

    Don't overthink it, just get to Drill IV and the combat line after that for most Oromos. Drill IV makes up for first strike immunity by offering a bonus against mounted.
