It occasionally starts to sputter and eat up a lot of RAM but that can be handled by simply restarting it.

I was thinking it would be something along the lines of several tiers of modding. One, the modular areas for things like new leaders, civilizations, and units. Two, the area of modification for changing base gameplay attributes. And three, the Total Conversion tier, which requires a full source...

Don't you think it would have some way to prevent people from playing a scenario that requires Babylon? "This scenario was built with content you do not possess." or something. And, is there any confirmation that modding will NOT be modular?

Exactly. Not many seem to understand that starting in offline mode doesn't mean you can't play multiplayer/LAN - that only affects Valve's games I believe.

If the DLC is things like scenario packs and the like, I don't think it would be too much of a problem. I highly doubt they would go so far as to actually have units be DLC.

That's a really good idea. When you defeat a Great General unit, it gives you an option: "We've defeated ________! Should we kill him or capture him? He may prove quite valuable!)
