    What setup options are you using? Are you both on the same patch version? Has one or both of you got Bhruic's patch loaded? Effectively it sounds as though your two versions of the game are not the same.

    I voted Traditional Government. A structure is needed IMO - I can see tribal leading to long "discussions" as to when and why expansions to government are needed.
