Post 12+ cities where like for the game I'm currently playing where at 0% with 13 cities I get +144 at 0% but at 100% I get -193 gold per turn. Which is at around 1100 BC currently.
What changes the math is because of the costs of the above mentioned three, at 0% you are not getting full 100% GPT at 0%. At the timeframe of the game the only modifier building you can have which isn't cheap either is the library and only effects BPT. Maybe the settings I play at make it more...

Given the difficulty level I would think long and hard about settling on t3-4 after some movement. Barb's are gonna annoy you, the two starting techs of Celt's are trash, and aside from forest's and the gold but limited food it doesn't feel like a strong capital. Granted I played on diety/immortal.
Also from what it looks like if you scout two N from initial scout position you might start to see them. With the scout, I would then start going southwest to see what's around by the elephants to see if you should settle on them or not for second city.
