This is a dumb question, but I looked on the Civlopedia and the Wiki, but can't figure out what sequence of buttons/mouse clicks activates the Merchant to buy a city-state. I see there's an option to trade, but I don't see an option for buying the whole shebang. Help! Thanks. :)
