    TLC Mercantile (Experimental)

    Initially, it was unintended. It is realistic for civilizations to collapse and create a power vacuum. I started to like that so I kept it as it is. Limited to one or two civs per game is fine but three or more can spoil things. I should be less common in the next biq but still a feature.
