Japan - Wait until you get Samurais and then take coastal cities while pillaging all of the sea resources. The samurais can then quickly build fishing boats.
It certainly has something to do with your map settings, just change things until you see it. I did some testing earlier and i had the slider until I put it on random map size.
I would guess its because you have the map size set to random that you don't see the city states.
The city states have probably been set previously on a map size and the random size keeps that figure?

Ever since post patch if you get a good coastal start you can also get a lot of Culture quickly from sea resources, plus having the samurai being able to make fishing boats makes for cheap sea resources.
While I don't like the mechanic itself it is required.
The thing that annoys me the most is you can kill off a civ before anyone else has met them and they all hate you. That is the unrealistic part.
I am hoping for one more expansion before a new game. This is probably the first civ game that I have thought 3 would be better.
I'd love to see a third that does more with diplomacy, spying and exploration.

Generally yes, but very occasionally no! The bias towards coastal is much higher now since the patch, which has made Japan into my favourite civ again.
All I can say, is why are you fighting with them without waiting for the samurai? That's just crrrrazzzyyy in my opinion.
