I can't seem to initiate propaganda and I don't know why. I have a spy in another civ. I go to the espionage screen. I click "Initiate propaganda" ... but it doesn't give me an option about executing the order (the cities all stay gray and the "safely" "quickly" whatever" options remain gray...
