I had exactly the same problem and solved it by: right clicking the Civ3 icon select 'Properties' select 'Compatability' choose to run the game in Win98/Win ME mode. Mind you, I still have a few problems: foreign adviser screen - coloured lines indicating alliances/wars are inverted...
