Ok, found it, thing is that i Dont have that part in my ini file at all, im really getting frustrated, ive spend 3 days trying to solve this problem, and nothing so far :l guess my civ4 experience was kinda limited.

Same problem here, just the background is there and music but no menu.. 2.2ghz 512mb gfx 5500 256mb, guys solve this please, im very frustrated customer, i rarely buy games and after this probably wont do it again if this is when u buy the game.
