This sounds like a great idea. Especially in combination with the new "Vassal State" option in Warlords. When you encounter a 'minor civ', they will easiy be subdued to be a vassal. In this way, you can create a world with a couple of mayor civs and inbetween them a lot of vassal buffer states...
I agree to that. And I agree with TS that it is kindof inconsistent that the AI becomes angry when asking stuff you don't want to trade, while it can block you from questioning the same.

This sounds like a great idea, but it seems to me that this is already in place with Great Scientists, who can uncover an technology (or part of it) at random.
Oh, I agree on that, and will play my next games on higher levels. :) I just think that having a 2/3 majority on your own in the UN is a Victory Condition for a Domination Victory
I just finished my first civ IV game (on lowest level) and finished it with a diplomatic victory, with just 2 turns left.
On the one hand, it is great to win, of course, but I won this game by having 380 out of 564 votes in my own hand. All the other civs voted for the runner-up or abstained...
Just thought to say hi before making my first real post. I started to play the original Civ way back in 1995 and never stopped doing so. I have been hanging around on CifFanatics for a long time, but never got to posting on the forum before.
