I thought the courthouse was the one building you can't buy outright? I'm at work and can't check the game at the moment, but I don't remember ever seeing courthouse in the list of buildings you can buy even in an occupied city.

Do you know if there's any way to get the cost of upgrading an entire group of units before doing it? It shows you the upgrade cost for an individual unit, but seems to leave you guessing as to the cost of doing an ALT+upgrade.
