Well, do you have ANY mods installed? I disabled everything and then one by one enabled them until I discerned which ones caused the crash. Then don't enable those.

I have determined that I get the same message if I have the Antiquity Age Civs: Zhou add on enabled, as well as the More Fun and Better Mementos add on enabled. Disable these, and you "should" not get that message. It will prevent you from loading a saved game where those were enabled, however.
