No idea but there is a song in Fallout NV that sounds similar.

Mercenaries that can be used to "pick off" another players units with out being under the flag of your nation. Same with privateers. Just to hurt someone else by reducing there army without actually going to war. ;)

How about target Farms to reduce food? Over say 5 to 8 turns the food returns to normal rate?

Drones!!!! Remote operated Drones. Launched from Capital can explore whole map for a max of 8 to ten turns then gets re-called to capital.??

Was this problem fixed? I just got the game a few days ago and am having this problem now. :( I went offline on Steam to play it and lost most of the mods. I have had one or two go missing before that though.
