No, there is no Citadel, which is exactly the problem.
It also happened to all ships of an AI surrounding a coastal City-State, there wasn't a citadel either.

Recently started playing CiV V again and saw my naval units (and land units in a let's play on youtube) take damage from attrition while being inside the borders of an enemy.
Since it has been a while since I last played Civ V, was this...
I am always astonished at how easy health problems seem to be solved by others. Even if I stick to merely 5 cities basically I run into health problems that are almost impossible to fully solve without going out of my way an researching stuff that I don't really want.
One of the custom sponsors in here comes with the "Revolutionaries" colonist option, +2 Culture and +1 Productivity... I assume this would be a good alternative? :p

Random should be random. Might be your personal bad luck or an ingenius idea by Firaxis to bring ourselves to believe that we are really on an alien world. :sad:
The amount of missing features and missed potential is immense. Go play Civ:V and you know what I am talking about. Combine this with everything that is being discussed in this forum and you will be frustrated about BE.
Since achievements are nothing but symbols I think people should really make an effort and try to get it the normal way, otherwise they are kinda useless don't you think? :P
Dude, you can't mention to add something to BE that stems from Civ V without upsetting everyone around here. :rolleyes: This is a different game, stop making it better!
Well I had some in my early days, where I neglected building an army until everyone had the strongest units and I actually lost one of my cities (I took revenge by steamrolling my opponents couple o' turns later).
But if you have at least some units, position them wisely and don't do anything...
As you can see in the screenshot below, I don't have an alloy foundy built in that city yet I can't built one despite having a Titanium source in workable range. The advanced tooltip from the Enhanced User Interface mod even tells me the possible yield option but still, the building doesn't show...
It really could be marsh tiles... take a look at a screenshot from my current game...
I got trolled hard. I thought I just placed a coastal city... turns out the coast tiles aren't coast, they are marsh... You can also tell by the yields. Major inconvenience.
