To my knowledge nothing was rushed before this. The previous improvement had about 7 shields total. I used the hurry command ON THE LEADER. I've tried the leader in two different cities, though the other one may very well have been rushed previously by an automated worker cutting down forests.

One of my nicer cities just up and decided to convert to france. Is there any way to combat this?

I was using the 'hurry improvement' command. It isn't working. Anybody know anything about this. Why it wouldnt work for either one?
