It never worked, if you had Without Warning OFF.

Oh you are playing map, that doesn't follow standards. That is someone forgot to add some KBO terrain on border of outer solar system and transneptunian space.

Pluto should be touching outer solar system, otherwise its map error

If you zoom out to globe view there are series of toggles you can switch over minimap. One of those toggles which resource icons are displayed.

Zoom out, and switch resource toggle to "all resources"
