I've run into the same problem. In my case though, I put it down to "user error". I think that I unchecked the "Spaceship Victory" button when I started the game, but then forgot all about it. The game still allows you to build the spaceship, but then (crudely) prevents you from launching it...

Same bug here. In my game the Greeks (a hopelessly tiny nation) attacked the Russians (the most powerful nation). Both nations are AI controlled. I wonder if the relative size of the nations has anything to do with the problem. If it is always a tiny nation attacking a large nation, then...
