For anybody who cares, I fixed my issue by making the resolution the same as my normal desktop resolution I run outside of the game. Go figure making it a better picture took care of the problem.

I just loaded the Civ IV complete, that has the warlords with it. I am able to play fine but the graphics get squirelly the longer I play. There are ghost images popping up where the lower part of the screen starts "ghosting" backwards and negative over the upper portion and vice versa...
