Long time lurker, first time poster here :) I'd say settle Dublin 1S of the sheep and Edinburgh 1SW of the fur. And concerning rome.. Dont vassalize, Rome is a great HE city imo. Attack with axes fast before they can hook up iron. If they haven't already? Oh, and maybe attach a save...
