Seeing the same as reported above; in every case I've seen, it's part of a deal renewal. They also like to request the last copies of my luxuries to renew the deal, in addition to the strategics I've marked as not for sale.
Heavily disagree with any nerfs to the current Polder yields, especially if they're going to be more rare. They're already one of the worst UIs in the game, even accounting for modmods. The boosts to sea tiles will elevate them somewhat if they remain as-is, but your proposed nerf would reduce...
I don't think this is the worst idea, though maybe not literally negative resources. I'd be thinking more along the lines of "number of resources I have" minus "number of resources I want" and they should only buy strategics if that number is negative.
I don't generally use horse units much myself, but the Aysas Tnoy are a lot better than they seem, particularly if you get the 100% withdrawal chance. I was able to use them to flank and kill spearmen pretty much without retaliation, and the ability to build them without Horses means you can...
I've instead resorted to keeping IGE ready to go and using the "Rush Production" to finish things after a sabotage. Espionage is too entwined into the game's systems for me to feel comfortable disabling it entirely, but I'm also sick of this ruining my Tradition games. So until it gets changed...
Part of the issue is that it's often hard to even know what's technically a bug, what's intended but not explained, or if a certain mechanic is just so terrible that it FEELS like a bug even when it's working 100% as it should be.
Just want to point out that the new espionage system is going to be a year old next month, and it hasn't had an enjoyable iteration yet.
