how close is too close? should their areas intersect at all, or should i put 4 tiles in between at minimum, or what?

Well I got Civ3 Complete the other day and I still keep losing! The A.I. always gets a larger army and more tech even if i set funding to 90%! Also, how close should my cities be, and where's a good place to put them? And any other beginner's tips -- i read most of the war academy stuff but...
