I would agree with Asclepius, that the techs are too expensive! I think the mod is too hard for beginners and ocassional players anyway. So please, if you're really only going to make 2 difficulties, make one of them easier than monarch!

Well thank ya'll for your optimism :-). I've fixed everything exept for the starving thing. The scenario now needs some finetuning and balancing. I found it too hard but I'm not the very best player so please give me some feedback about difficulty.
