Played around and I think I figured out the problem (or can at least narrow down where to look). I generally play with no city states (they annoy me) and with 'Don't scale resources to number of players' set to FALSE. If I increase CSs (I tried with the default 55) OR set 'Don't scale resources...

Wanted to say big thanks for the mod; been using it forever and it's added so much replay value to the game. That said, there seems to be a bug in the BNW update. When selecting the 'riche' option for resources it seems that both luxury resources and strategic resources are incredibly scarce...
