Aw I just noticed they changed it to 10% bonus to cities so I guess its not that much when you upgrade them... -23% or so. But give them siege and they would be ok.

One thing to keep in mind also is if you can manage to keep enough to upgrade you will have tanks that are more capable of attacking Cities which is nice.
