I regularly have SOD's in excess of 50 units so yeah... building that many units isn't a problem in Civ4.
Also, I never played Civ3; it was the only one I missed in the series. I've never had that type of even in Civ4 though.

I think there are several ways this problem can be dealt with.
The first thing I would do would be to introduce a movement penalty for SOD's the bigger they get; as someone else already suggested.
The second thing would be to introduce more "random events" such as breakouts of illness...
From what I understand about real life war you can't really destroy a whole army with air power because they can dig in. I mean, you can kill many many troops and in Civ terms weakening a unit is sort of like what this represents.

There is a lot of truth in the idea that the best defence is a good attack. In games where I meet an AI early on, I've started hitting the nearest one hard and trying to take them out. Normally you can wipe out a civ early doors and find yourself with some nice well developed cities to boost...
