I think they started the outbreak because one tech (i can't remember wich one) shows some reports that say the defenses of the capital cities are no more there so the infection can get through (these reports are from the pale hand) , plus they look too happy and sick, fact wich i find a little...

Im a bit ashamed of asking this because i think you have already answered this, but i couldnt find the post. When i load the MOD and go to civilopedia i find the normal civilopedia, the same happends me with leaders and everything expet for the background, what should i do? (PS: I play Civ BTS...
