It has to be a bug. Much like the earlier stack movement bug that allowed one to unload an Army. Unloading would be unbalancing. The AI has a hard enough time with Armies as they are now. On the other hand if the character of Armies were to change, I would prefer the units were upgradeable...

I always play with that option. I just loaded up the game and tried to determine if that was the case. It seems it may be. It would also explain why the Carthaginians have spearmen in their cities. Damn, now I feel like a newbie. I must have unchecked the box by accident when setting up...

Nice work. In looking at the terrain types I believe that plains have a F-S-C of 1-1-0 not 0-0-0.
