It depends what you mean for. The best one city challenge is Siam. Ghandi is a great tradition builder(courthouse exploits aside!) for small empires. China is probably the best overall in the game.

The aztecs with the unique building and tradition adding up to a whopping +30% growth can get some nice cities going. If you combine it with freedom(and maybe patronage) you can get some crazy numbers in your capital by settling great people. I think its feasible to get 500+ culture and still...

I have no idea why germany is so bad for all of you... free units, cheap units and then the panzer (which is average). The free maintenance is ok also and saves you some dough. I'd tie them with rome for 2nd place.

I'm curious why america didn't receive any bonus to city states. If anything america is quite adept at manipulating other countries through trade, economic invasion and loans from the world bank/imf. It doesn't always work out as was the case with cuba but it is effective regardless.

Its actually pretty powerful. Say you have +40 food you'll get an extra 6 food. Thats equal to three more people working your tiles/specialists in the long run. The gains in a small empire are bigger than other unique buildings provided you have a river or lake.

I have no problems with promotions being carried over to be honest. Nobody would even touch the ottomans otherwise. Unless your playing marathon you barely get to use the units and the unique buildings are already better. Once you upgrade to riflemen with your chokunus the two attacks isnt...

I'm not sure why you even want to annex every city. The puppet ai seems improved and I've never seen them build any military buildings lately. They still might produce some buildings you don't want. but thats a pretty small con considering they don't contribute to culture cost.

For those at work they get a horse archer and the khan is a GG with 5 movement and heals nearby units 2 hp per turn

In my current game I have 1 library as my only science building and I have stealth bombers. They are pretty powerful. Maybe better than science buildings since you can afford an army if you need it.

I don't know if it cheats so much as the game is much different. The bonuses from maritime states are overpowered. Money seems to be the most important thing so you get maritime states to send food while you build all trading posts. The more money you have the more science, more production and...
