Sorry, but I dont understand, why 3 big cities better then mega-big capital with 2 medium towns? You have Monarchi, so your capital provides only 0.5 unhappyness and gives you 0.5 gold for each citizen. So even cities 20-10-10 will be much powerfull, then 13-13-15 I think. Just take both...

I think UUs are good, but they need small changes. Legioner shouldn't loose its unic ability (russian analog is stroibat :) ) after upgrade. And ballista need free promotion such as Volley or Bonus vs Cities (250 instead of 200 now), because it was more powerfull then catapult agains cities...
