Hmmm. Interesting strategy. But I'm not clear what monarchy gives you that despotism wouldn't to help you in using that strategy. In my experience, when you swap to monarchy, your trade doesn't go up by a significant amount, and you lose the ability to use your population to mass-build all those...
I've just had something strange happen.
I was in negotiations with various AI civs to see what techs I could buy and noticed that the only one the Indians could sell me was MapMaking. The English had MapMaking and Mysticism. So
I promptly bought Mysticism off the English, and swapped back...
And of course, starving a city without having any adverse consequences to yourself is very realistic isn't it... <g>
(I always wondered in civ II why there wasn't some diplomatic
penalty or something for starving your citizens).

I'm having troubles with corruption. Playing at King level,
I found all my towns more than about 10-12 squares
away from my capital lose all shields and commerce
beyond the first one to corruption. I wasn't too surprised
when I was a despot, but I swapped to republic AND
started building...
