Can someone remind me how getting access to resources on an island works? I think I recall a fortress helps.

There seems to be some issues with the evaluation of resource trade. I saw it multiple times that a trade is refused(say, copper for wine), but when I then offer copper and ask what they would give me for this they offer the same deal.

Nevermind, I thought I once read in the update log that great people can no longer spawn for natives and barbarians, guess I misremembered.

Is that supposed to happen?
