    Can't choose production after discovering guilds! Reproducable(3 times) with saves

    Hi all I've search these forums, google and everywhere else I can think but I haven't seen this bug mentioned. I am playing a MODDED game using the BNW large world map, every time I discover the technology "Guilds" I lose the ability to choose production on any cities. I have no puppet...
