    I had this same issue. Are you are familiar with the old pantheon "Goddess of the Harvest"? I tried giving that bonus to one of Moksha's promotions but I absolutely could not get it to only work JUST with the city he was governor of. It was always empire-wide.     It seems as though creating bonuses around Era Score is hard because there is no effect attached to Era Score.
