I'm using the ModifierType "MODIFIER_SINGLE_CITY_ADJUST_IMPROVEMENT_HOUSING" from the Stepwell and the SubjectRequirementSetId "PLOT_ADJACENT_TO_RIVER_REQUIREMENTS" from the Ziggurat. I know that +X Culture is different than +X Housing as far as yields are concerned, so it wouldn't surprise me...
I've set the LoadOrder to 1001. All of my LoadOrers are that high (not sure if thats an issue).
Also, other changes I'm making in the mod are working. So I know it is loading. It isn't working with any of the lines of syntax starting with "Replace" or "Delete".
For example, this is working...
Sorry for replacing post (got lost in other issues), but I'm having an issue that most likely has a simple solution but it is frustrating and I can't seem it figure it out.
I'm trying to change some default parameters for some improvements in the game.
One of these changes relates to the...
So, I tired just using two of Victors governor promotions and I placed them on one of Amani's promotions. It worked when I put her in the city-state as expected. Then I added a requirement set but it didn't work. Here is the code:

I had this same issue. Are you are familiar with the old pantheon "Goddess of the Harvest"? I tried giving that bonus to one of Moksha's promotions but I absolutely could not get it to only work JUST with the city he was governor of. It was always empire-wide. Same thing for districts culture...

I'm trying to make a policy that increases the yields generated from citizen slots. I can't seem to find an effect that can do this. Am I missing something? (Sorry for a second back-to-back question).
I created a mod allowing for any Civ to work a mountain for one production.
Now I'm trying to make the Ik-kil natural wonder workable but not having the same success. How would I do this? Thanks
I have a mod that changes many of the existing policies in the game. I added +1 movement to Recon units in the Survey policy but it isn't working and I'm not sure why.
<PolicyModifiers>
<Row PolicyType="POLICY_SURVEY" ModifierId="SM_SURVEY_ALTBONUS"/>
</PolicyModifiers>...
It seems as though creating bonuses around Era Score is hard because there is no effect attached to Era Score. They all are like "+Era Score even X condition" rather than "+Era Score" with the freedom to create the condition that provides it. Am I mistaken in this? I've looked and haven't found...
Real quick... I can't figure out how to make my mods font have color. Like the "JwF" in the JwF mods are yellow. I'm wanting to do something like that too.
