I've come to hate Halie recently. Not because he invades me, but because he keeps trying to kill my religion all the damn time. Even when I tell him to cut that off and says he will, 5 turns later he's back to converting my cities.

If a city state were to be captured and I need it, I'd prefer to go to war myself. The war AI for CSs is god awful and I've gifted units before only to have them wiped out a couple of turns later anyways because they don't know how to manage units properly

It depends. What are the tiles around the city? Do they have any good luxuries? Do they have any wonders in them? Is the geography just really ideal to keep it around? I'd just raze the city if there's literally nothing there that you really want and settle a new city on top of the ruins.

I thought the penalty was only if you conquered their original capital. Personally, I prefer to get diplo hit because most of the time when I take out someone completely, it's the annoying civ nobody else likes that DoWs everyone else, so it isn't as hard.
