I'm not sure whether this is a bug or whether I'm just doing something wrong! I can't get the 1st Roman UHV to trigger, even though I've met the requirement for all cities of size 5 or above having a barracks, aqueduct and amphitheatre. I've tried a number of times and can't get it to work...
