    Also worth noting: I tried creating a new mod that merged this with NextWar. Same error messages. EDIT: Oooookay, I'm a Class 5 idiot. Suffice to say, some files were indeed missing. I redownloaded it and it works just fine.

    I thought that might be the case too, so I tried downloading it by hand -- it just told me that "Civ IV was not installed correctly." Also, checking "About this Build" reveals I am indeed running version 319.

    Cool. I edited my original post to include more stuff, but it looks like you replied as I was editing, Sam. That is nonexistent, as it turns out. :) I was thinking of the Air Raid mechanic from Road to War. Basically, it allows you to target a specific building in an enemy city.
