I don't think I've blackened my rep. The only "bad" things I can remember is when asking for a tech and the AI replies, then turning him down because I couldn't afford the tech at that time. Does that causes them to refuse any further tech selling?

I think the culture points should increase more rapidly in the modern age, in relation to a Civ's size. It's easier to spread your culture with means of television, movies, etc. Take for instance the cultural impact of the US today on the whole world today.
