I thought you couldn't disable DLCs from within the game, but it turns out Australia's button was greyed out because the Outback Tycoon scenario depends on it. So, this would seem to confirm that the issue is with the new DLCs. How did you disable DLCs, though? Was it from Steam? Because it seems you can't disable them from within the game.
