    Why won't they capitulate ?

    I find that the best way to make someone your vassal is to ensure that the above criteria are true (size, pop, etc.), and then take their capital. Once you have that, they usually capitulate in the same turn. Then I usually give it back because its in a bad spot.

    Maybe something in between ... try and make them your vassal. You'll get extra happiness, access to their resources, and a de facto ally in any war against you. All without having to prosecute a prolonged war leading to infinite war weariness and a tech lag.
