This has just started happening to me as well. Worked perfectly fine prior to the patch. Doesn't matter whether it's a save or a new game either.

On my last immortal game as Venice, I got great lighthouse --> hanging gardens --> Petra (but only just barely)

Tall = Few, high pop cities Wide = Many, low pop cities

I would literally spend hours restarting until I found a start location I was satisfied with. Not fun at all. Maybe I am just too picky, but I like a good location with ample room for expansion that is also aesthetically pleasing. Reseed makes it much more tolerable.

Rameses actually did the exact same thing my last immortal game. Made sacking his capital that much more satisfying.

I've noticed that AIs, including those who are friends, seem to more readily declare war when they find a border undefended. It seems that if I move my entire army to the front and leave a big fat city with no units around it, it increases the likelihood of an AI attacking from the rear...
