This was a funny mistake the first time I did it. Back-filling cities with all of the army on a far away front meant I had to buy a unit to deal with it.
Adam Smith - 80 = 79 +1 - An extra slot for the most powerful of the policy cards... the undisputed king
John D. Rockefeller - 10 = 13 - 3 - I can't leave this technically unfinished, so one step closer to elimination
Giovanni de' Medici - 9 = 8 + 1 Still my vote for number 2! Don't turn you musicians into explorers
Adam Smith - 75
John D. Rockefeller - 22 = 25 - 3 Someone has to be downvoted and it isn't going to be Adam.
Are you talking about an old bug where policy card percentage modifiers got applied twice? (which I thought was patched out)
or
Policy card percentage modifiers applying fully to overflow? (which doesn't require locking tiles + setting governor)
or
Something completely different?
Oh yeah a battering ram! I almost always build one. My current game I built a Siege Tower because of this thread but it just got to the front:

It's worth noting this may or may not be a bug... the dev's definitions of...
Giovanni de' Medici - 20 = 19 + 1 - Still my preference, even if just slightly over the Rock
Adam Smith - 73 -
John D. Rockefeller - 23 = 26 - 3 - Same stuff as before... just a battle for 2nd place
Thanks Kruncha. I agree with everything you wrote, but I can't imagine being done with infrastructure at T100ish (even with some chopping). I'm typically looking at Monument, Campus (Library and University), Commercial (eureka markets, rarely banks) or Harbor (no buildings).
I usually start my...
Giovanni de' Medici - 30 = 29 + 1 - Rather than bumping Adam even higher, I'm concentrating on the battle for 2nd best. I think the bank is a nice boost, which does keep giving for the rest of the game. The great work slots at a minimum are the only non-palace receptacle for music until late...
Another buggy situation that I can't seem to resolve. I took Germany's capital then lost it to America then I recaptured it. It is now stuck in permanent occupation with zero growth and a 50% penalty to yields. Any ideas on how to clear this state? This is the second time this one has...
Giovanni de' Medici - 32 = 31 + 1 I'm going to give Medici a slight bump over Rockefeller. Medici comes early and gives a nice oomph to your economy and has some uses for culture whereas sometimes you just don't need oil for your victory. This really is pretty close in my opinion.
Adam Smith -...
Thanks whacker.
The Zimbabwe target dates are one spot I'm failing and I'm thinking it's because of my research and civics paths. I've been finishing Zimbabwe in the 140's usually.
I removed Rationalism from it's slot and replaced it with another policy. This caused the libraries and universities in the effected cities to have their output dropped to zero. My first pass thru doing all the math for my empire confirms that the output drops to zero for them, but I was a bit...
