In the latest svn the arboratum produces +20 food probaly because it produces 1 for each building it replaces but a lot of those are limited buildings requiring a special resources(silk+ a second resource) while the arboretum can be built anywhere.

You seem to have a lot of gold both as income and in your treasury. you can buy multiple units in a single turn by selecting one buying him and then selecting the next one.
As long as all that you bought are at the top of the queue they get build in a single turn.
