OK, that works, but only temporarily, just like what I tried by changing the resolution.

Oftentimes when I try to zoom all the way out, I get weird artifacting stuff on the map. It can be fixed by changing the resolution to any other resolution, but only works for a few minutes before getting messed up again. Does anyone have any idea what this is about? BTW, I've got a P4...

Muslim leaders were relatively tolerant of other religions, especially Jews and Christians, after they were conquered. I wouldn't forbid a civ with Islam from adopting freedom of religion if I were making this mod.
