You have to convert your friendly cities to that pantheon to get the bonus. Generally I find the pantheon pretty weak since it's not nearly as consistent as the many other faith-generated pantheons.

On the silk. Immediate luxury resource + a deer immediately are good for growth and snowballs better than settling on this cattle (which you effectively would waste the +3 food from it). You need the happiness immediately.

Barbs on higher difficulties help the player. Slows AI from settling, gets more influence from City-states, and the possibility of grabbing a free worker are all good reasons I leave it on. Makes no sense to have no military whatsoever to defend your own borders anyway.
I play on Immortal (Fractal/Standard) and could get quick victories around T230ish without resorting to the Religion reformation belief.
It all comes down to how fast you can generate early science and how good your early land is. I myself play with Spain, and you can guess in these T230...

I suggest the idea that civs need to fulfill a number of quests throughout the game by CS to have them vote for them including being allies. Quests as in the ones they already ask such as giving them gold/denouncement/generate GP. It gives a bit more substance for them to vote than just bribing...
You should be able to get 3 cities before you build NC. Start hard building settlers once you get 4-5 pop. Make sure you can build them around 8-9 turns.
Get the 4th after you build NC.
1. Byzantium + Desert start + Stonehenge.
2. Huns + ancient ruin upgrade to ram -> take out the nearest civ/CS.
3. China + Khan gift from CS (might be patched up later I guess.)
Immortal:
-Great Library and Chichen Itza are literally impossible to get. Unless you have a legendary start with Egypt.

I recommend Mayans since you can get a GE from their UA to secure Pisa to get another GE for Uffizi or Globe Theater.
I'd say one city challenge for CV is more difficult than before considering it's not dependent...
