Thanks -- that explains that change plus some other anomalies I was experiencing. I suppose it is time to just start another game rather than finish with the anomalies. Got some new twists to figure out now.

newbie question -- all of a sudden the library stopped being a specialist building mid game - is this related to the new patch or an anomaly?
